What is Nom Capacity?
When a Point of Allocation (POA) is unable to move all of the requested nominations for a given period (Typically a cycle or month), the carrier will choose to allocate the system.
The Nom Capacity screen is where the carriers share CAP (Capacity Allocation Program) data for a specific assessment period and point of allocation with the shipper.
Nom Capacity lets a shipper know how much space that they have been allocated for a specific period (month or cycle) and Point of Allocation and also displays some important information that will aid a shipper in understanding the figures used to calculate their committed allocation. For some carriers, the Nom Capacity screen will also show final volumes and all applicable CAP charge.
Buckeye Pipeline (BPL), Colonial Pipeline (CPL), Explorer Pipeline (EXP), and West Shore Pipeline (WSP) use the Nom Capacity screen to display allocations. Notification about the POAs and cycles that will be allocated are sent by bulletin and Buckeye, Explorer, and West Shore will issue Nomination Capacity Alert letters to the individual T4 accounts that have movements in the allocated POA. Please make sure you have a Nomination Capacity Alert push (in the alerts section) set up if you want to receive the Nomination Capacity Letter by email.
Steps to view your allocation
- Select “Nomination” or “Allocation” from the Toolbar.
- Click the “Nom Capacity” tab and the Nom Capacity Search screen will appear.
- Set the search filters as needed for Carrier, Shipper, Period Type, Period, Year, and System Name. Click Search
A warning will display when the following takes place:
- Red – When “Current Nomination” is greater than “Committed”
- Yellow – When “Current Nomination” is less than “Threshold”

To find your Allocation, look at the “Committed Allocation” tab.

Allocation Process

In accordance with the Nomination Due date, the allocation process is started by Shipper’s initial nominations against Point of Allocation (POA) capacity.

If by allocation by Cycle - -initial nominations can include all cycles for the following month

If by allocation by Month - -initial nominations will include all nominations for the following month

When it is determined sufficient capacity is available to accommodate all valid timely and properly submitted nominations those nominations will be scheduled. PROCESS ENDS

When it is determined insufficient capacity is available to accommodate all nominations for the affected POA, all Shippers will be notified. Shippers then have a period of (Carrier Configurable) business days to adjust. At 12:01 a.m. on the (business day) following the notification to Shippers, this adjusted nomination shall be considered a Binding Nomination, or if a Shipper does not change or submit an adjusted nomination, then its initial nomination shall be considered it's Binding Nomination.

Shippers are then notified of the committed volumes

The alert letter is sent to all users that created or changed a nomination in the POA

If Current nominations are not adjusted down to the committed allocation in the time defined by the carrier, an overstatement charge is applied.
